<\/a>Este o pl\u0103cere \u015fi o onoare s\u0103 m\u0103 adresez membrilor A.N.P.C.C.P.S. Rom\u00e2nia \u015fi tuturor cititorilor revistei Info Cons, cu scopul de a le prezenta ANEC, Asocia\u0163ia European\u0103 de Reprezentare a Consumatorilor \u00een Standardizare \u015fi misiunea acesteia.<\/p>\n
Av\u00e2nd \u00een vedere faptul c\u0103 standardizarea influen\u0163eaz\u0103 aproape fiecare aspect imaginabil al vie\u0163ii noastre zilnice – de la siguran\u0163a aparatelor casnice la responsabilitatea social\u0103 corporativ\u0103 – aceasta a devenit, de-a lungul anilor, unul dintre principalele domenii de activitate ale organiza\u0163ilor consumatorilor din Europa \u015fi din \u0163\u0103rile dezvoltate. Se consider\u0103 c\u0103 un procent de 15% din num\u0103rul total al standardiz\u0103rilor servesc interesul imediat al consumatorilor. Dac\u0103 lu\u0103m \u00een calcul faptul c\u0103, \u00een prezent, exist\u0103 \u00een jur de 20.000 de standarde europene (CEN – Comitetul European Pentru Standardizare – \u015fi CENELEC – Comitetul\u00a0 European pentru Standardizare \u00een Electrotehnic\u0103), multe dintre acestea fiind transformate \u00een standarde na\u0163ionale \u00een Rom\u00e2nia, \u00eencercarea de a implementa interesele consumatorilor \u00een cadrul acestui proces reprezint\u0103 o sarcin\u0103 imens\u0103 pentru mi\u015fcarea consumatorist\u0103.<\/p>\n
\u00cen acest sens, ANEC trimite speciali\u015fti \u00een consumerism \u00een cadrul unui num\u0103r c\u00e2t mai mare de comisii de standardizare (de\u015fi, num\u0103rul nu este at\u00e2t de mare pe c\u00e2t ne-am dori), unde ace\u015ftia au sarcina de a proteja interesele consumatorilor \u015fi de a evita dominarea \u00eentregului proces de c\u0103tre interesele celor din industrie. Cu toate acestea, acest lucru nu este \u00eentotdeauna suficient, standardizarea fiind puternic influen\u0163at\u0103 de interven\u0163iile politice. De exemplu, o parte important\u0103 a standardiz\u0103rii europene se bazeaz\u0103 pe mandatele Comisiei Europene, acordate organiza\u0163iilor europene de standardizare CEN \u015fi CENELEC. Cerin\u0163ele generale sunt formulate la nivel politic (de ex. aspectele privind siguran\u0163a juc\u0103riilor), iar organismele de standardizare elaboreaz\u0103 toate detaliile. Acest lucru implic\u0103 faptul c\u0103 ANEC trebuie s\u0103 fie prezent\u0103 at\u00e2t la nivel politic, c\u00e2t \u015fi la nivel tehnic.<\/p>\n
\u00censeamn\u0103 oare acest lucru c\u0103 putem las\u0103 sarcina de asigurare a unor standarde favorabile pentru consumatori \u00een totalitate pe seama ANEC \u015fi s\u0103 ne bizuim pe organiza\u0163iile na\u0163ionale pentru consumatori? Din p\u0103cate, nu putem. Pe de o parte, standardizarea european\u0103 este pre-structurat\u0103 la nivel na\u0163ional; prin urmare, trebuie s\u0103 trimitem reprezentan\u0163i ai consumatorilor \u00een cele mai importante comisii na\u0163ionale de standardizare. Pe de alt\u0103 parte, trebuie s\u0103 asigur\u0103m existen\u0163a unei sus\u0163ineri suficiente a activit\u0103\u0163ii europene de standardizare, prin intermediul exper\u0163ilor din cadrul organiza\u0163iilor na\u0163ionale de consumatori.<\/p>\n
Din fericire, A.N.P.C.C.P.S. Rom\u00e2nia este una dintre organiza\u0163iile care sprijin\u0103 ANEC, fiind reprezentat\u0103 de c\u0103tre domnul Pre\u015fedinte Sorin Mierlea. Datorit\u0103 faptului c\u0103 ANEC se preg\u0103te\u015fte pentru a intensifica colaborarea cu membrii acesteia din Europa Central\u0103 \u015fi de Est, A.N.P.C.C.P.S. Rom\u00e2nia este un partener binevenit \u00een multe dintre activit\u0103\u0163ile pe care ANEC urmeaz\u0103 s\u0103 le desf\u0103\u015foare.<\/p>\n

Foreword<\/strong><\/p>\n for ANPCPPS magazine<\/strong><\/p>\n It is a pleasure and an honour for me to address the members of ANPCCPS and all the readers of its magazine, presenting to them ANEC, the European consumer representation in standardization and its tasks.<\/p>\n Given that standardization is influencing almost every imaginable aspect of our daily life – from the safety of domestic appliances to corporate social responsibility – it became over the years one of the main fields of activity of consumer organizations in Europe and elsewhere in the developed countries. An estimated 15% of all standardization is considered being in the immediate interest of consumers. If we consider that at present there are around 20.000 European standards (CEN and CENELEC, many of them transformed into Romanian national standards, it is a huge task for the consumer movement trying to implement consumer interests in this process.<\/p>\n For doing so, ANEC is sending consumer experts into a great number of standards committees (although still not into as many as we would like to) where they have the task to safeguard consumer interests and to avoid that industry interests dominate the entire process. This, however, is not always sufficient; standardization is strongly influenced by political interventions. For example, a lot of the European standardization is based on mandates of the European Commission, given to the European standards organizations CEN and CENELEC. General requirements are formulated at the political level (e.g. the safety of toys) and the standards bodies are working out all the details. This means that ANEC has to be present at the political as well as at the technical level.<\/p>\n Does that mean we can leave the job of ensuring consumer-friendly standards entirely to ANEC and lean back in our national consumer organizations? Unfortunately, we can’t. On the one hand, European standardization is pre-structured at national level; so we have to send consumer representatives into the most important national standards committees. On the other hand, we have to ensure that there is enough support of European standardization work through experts coming from national consumer organizations.<\/p>\n Fortunately, ANPCPPS is one of the supporters of ANEC, being represented by its President Sorin Mierlea in its organs.
