Protec\u0163ia consumatorilor, care \u00eenseamn\u0103 promovarea \u015fi ap\u0103rarea drepturilor fundamentale ale consumatorilor, se realizeaz\u0103 prin autoprotec\u0163ie individual\u0103 \u015fi asociativ\u0103, \u015fi, respectiv, de c\u0103tre institu\u0163iile statului, prin protec\u0163ie direct\u0103\u00a0 a activit\u0103\u0163ilor de reglementare, supraveghere \u015fi control \u015fi protec\u0163ie indirect\u0103\u00a0 prin informarea \u015fi educarea consumatorilor \u015fi sprijinirea asocia\u0163iilor de consumatori.<\/p>\n
\u00cen Rom\u00e2nia capacitatea de autoprotec\u0163ie este sc\u0103zut\u0103 pe de o parte din cauza nivelului redus de informare \u015fi educare a consumatorilor \u015fi, pe de alt\u0103 parte, a bloc\u0103rii procesului de structurare asociativ\u0103 a acestora \u015fi incapacit\u0103\u0163ii asocia\u0163iilor existente de a desf\u0103\u015fura programe \u015fi campanii eficiente.<\/p>\n
Dintre factorii care fr\u00e2neaz\u0103 devenirea autoprotec\u0163iei drept calea principal\u0103 de protec\u0163ie, fiind cea mai sigur\u0103, mai eficient\u0103 \u015fi mai pu\u0163in costisitoare pentru stat, enumer\u0103m :<\/p>\n
–\u00a0 pierderea spiritului \u015fi comportamentului civic, prin inocularea mentalit\u0103\u0163ii de asistat \u00een perioada dictaturii comuniste, cu efecte ca : dezinteres \u015fi pasivitate fa\u0163\u0103 de problemele comunit\u0103\u0163ii ; ne\u00eencredere \u00een reu\u015fita ini\u0163iativelor de ac\u0163iune civic\u0103 ; disponibilitate foarte sc\u0103zut\u0103 pentru prestarea de activit\u0103\u0163i voluntare \u00een folosul cet\u0103\u0163enilor ; lipsa liderilor de opinie la nivelul comunit\u0103\u0163ilor locale ; dificultatea de atragere a consumatorilor ca membri ai asocia\u0163iilor ;<\/p>\n
–\u00a0 atitudinea, \u00een general, potrivnica fa\u0163\u0103 de structurile societ\u0103\u0163ii civile, specific\u0103 func\u0163ionarilor publici, multiplicat\u0103 la noi de mentalitatea autocrat\u0103 a unora dintre cei numi\u0163i sau ale\u015fi s\u0103 conduc\u0103 institu\u0163iile administra\u0163iei publice centrale \u015fi locale ;<\/p>\n
–\u00a0 lipsa de pricepere \u00een organizarea \u015fi desf\u0103\u015furarea activit\u0103\u0163ilor \u015fi ac\u0163iunilor asocia\u0163iilor de consumatori \u015fi, \u00een primul r\u00e2nd, \u00een elaborarea de proiecte viabile, ca premis\u0103 pentru identificarea \u015fi atragerea de resurse logistice, materiale, financiare \u015fi umane.<\/p>\n
Av\u00e2nd \u00een vedere cele de mai sus, A.N.P.C.P.P.S.R., sub egida Federa\u0163iei Asocia\u0163iilor pentru Ap\u0103rarea Drepturilor Legitime ale Consumatorilor, desf\u0103\u015foar\u0103 Campania Na\u0163ional\u0103 “O 9 ATITUDINE”, care vizeaz\u0103:<\/p>\n
–\u00a0 obliga\u0163iilor privind respectarea drepturilor \u015fi intereselor consumatorilor;<\/p>\n
–\u00a0 responsabilit\u0103\u0163ii pe care o au \u00een a sesiza organele \u00een drept privind cazurile de nerespectare a legisla\u0163iei,cu risc ridicat pentru via\u0163\u0103, s\u0103n\u0103tatea \u015fi securitatea consumatorilor;<\/p>\n
–\u00a0 necesit\u0103\u0163ii de a contribui la ridicarea nivelului de informare \u015fi educare a consumatorilor, ca factor de promovare a concuren\u0163ei loiale; (ex: prin alocarea c\u0103tre asocia\u0163ii de consumatori a 3% din cifra de afaceri, drept sponsorizare, conform legisla\u0163iei \u00een vigoare);<\/p>\n
–\u00a0 rolului benefic al dezvolt\u0103rii rela\u0163iilor de parteneriat dintre organiza\u0163iile patronale, profesionale \u015fi organiza\u0163iile de consumatori, pentru rezolvarea problemelor lor, inclusiv a litigiilor dintre agen\u0163ii economici \u015fi consumatori;<\/p>\n
–\u00a0 promovarea intereselor consumatorilor \u00een toate politicile lor;<\/p>\n
–\u00a0 rezolvarea rapid\u0103 a cazurilor de \u00eenc\u0103lcare a drepturilor consumatorilor;<\/p>\n
–\u00a0 dezvoltarea rela\u0163iilor de parteneriat cu organiza\u0163iile de consumatori \u015fi sprijinirea acestora \u00een activit\u0103\u0163ile pe care le desf\u0103\u015foar\u0103<\/p>\n
–\u00a0 cunoa\u015fterea drepturilor pe care le au \u00een calitatea de consumatori;<\/p>\n
–\u00a0 a nu renun\u0163a la ap\u0103rarea drepturilor atunci c\u00e2nd le-au fost \u00eenc\u0103lcate, solicit\u00e2nd agen\u0163iilor economici repararea prejudiciilor, dup\u0103 caz, conform legisla\u0163iei \u00een vigoare \u015fi\/ sau f\u0103c\u00e2nd reclama\u0163ii la organele cu atribu\u0163ii, respectiv, la asocia\u0163iile de consumatori;<\/p>\n
–\u00a0 a proteja al\u0163i consumatori, sesiz\u00e2nd orice neregul\u0103 constatat\u0103 pe pia\u0163\u0103, cu privire la oferta de produse \u015fi servicii;<\/p>\n
–\u00a0 a deveni membri ai unei asocia\u0163ii sau s\u0103-\u015fi constituie o asemenea organiza\u0163ie care le ap\u0103r\u0103 mai eficient drepturile \u015fi interesele;<\/p>\n
–\u00a0 a aloca 2 % din impozitul pe venitul anual, unei asocia\u0163ii de consumatori, conform legisla\u0163iei \u00een vigoare, contribuind astfel la \u00eent\u0103rirea capacit\u0103\u0163ii acestora de a-i ap\u0103ra.<\/p>\n
O 9 ATITUDINE \u00eenseamn\u0103 asumarea de c\u0103tre agen\u0163ii economici, institu\u0163iile statului \u015fi consumatori a celor prezentate mai sus \u015fi devenirea lor ca practici \u015fi deprinderi comportamentale .<\/p>\n
O 9 ATITUDINE se va manifesta atunci c\u00e2nd majoritatea cet\u0103\u0163enilor, vor con\u015ftientiza calitatea lor de consumatori \u015fi vor ac\u0163iona, \u00een raport de statutul lor profesional \u015fi social, pentru ap\u0103rarea drepturilor \u015fi intereselor corespunz\u0103toare acesteia.<\/p>\n
Campania Na\u0163ional\u0103 “O 9 Atitudine!” se desf\u0103\u015foar\u0103 \u00een perioada 15 martie 2007 – 15 martie 2013 prin lansarea unui clip video sub egida acestei campanii, a unui spot radio, tip\u0103rirea \u015fi diseminarea informa\u0163iilor prin afi\u015fe \u015fi pliante, organizarea de evenimente la nivel na\u0163ional \u00een cele 8 Euroregiuni. Pliantele \u015fi afi\u015fele sunt diseminate \u00een institu\u0163iile de stat la nivel central \u015fi local, unit\u0103\u0163i de \u00eenv\u0103\u0163\u0103m\u00e2nt universitar, preuniversitar \u015fi pre\u015fcolar, cu ajutorul Confedera\u0163iilor Sindicale \u00een marile \u00eentreprinderi, \u00een marile centre comerciale (Ex.: magazinul Unirea Shopping Center din Bucure\u015fti unde organiza\u0163ia noastr\u0103 de\u0163ine un Centru de informare) \u015fi \u00een Centrele de Informare \u015fi Consultan\u0163\u0103 ale organiza\u0163iei (peste 350 de loca\u0163ii la nivel na\u0163ional), cu ocazia evenimentelor, seminariilor \u015fi simpozioanelor organizate de A.N.P.C.P.P.S. Rom\u00e2nia.<\/p>\n
