\n\tPentru a sprijini aceste eforturi, Comisia European\u0103 a publicat o carte alb\u0103 privind pensii adecvate, sigure \u0219i viabile. Aceasta examineaz\u0103 modul \u00een care UE \u0219i statele membre pot ac\u021biona pentru a rezolva principalele probleme cu care se confrunt\u0103 sistemele noastre de pensii. Documentul prezint\u0103 o serie de ini\u021biative pentru a contribui la crearea condi\u021biilor adecvate pentru ca cei care pot s\u0103 continue s\u0103 lucreze – conduc\u00e2nd la un echilibru mai bun \u00eentre timpul petrecut la locul de munc\u0103 \u0219i timpul petrecut la pensie; pentru a garanta c\u0103 persoanele care se mut\u0103 \u00eentr-o alt\u0103 \u021bar\u0103 \u00ee\u0219i pot p\u0103stra drepturile la pensie; pentru a ajuta oamenii s\u0103 economiseasc\u0103 mai mult \u0219i pentru a asigura \u00eendeplinirea promisiunilor legate de pensii \u0219i c\u0103 oamenii ob\u021bin ceea ce a\u0219teapt\u0103 la v\u00e2rsta pension\u0103rii.<\/p>\n

\n\tPrezent\u00e2nd cartea alb\u0103 presei la Bruxelles, comisarul L\u00e1szl\u00f3 Andor, comisar UE pentru ocuparea for\u021bei de munc\u0103, afaceri sociale \u0219i incluziune, a declarat:\u00a0„Asigurarea unor pensii adecvate pentru viitor este posibil\u0103 dac\u0103 ne vom \u00eendeplini angajamentele de reform\u0103. Suferim deja impactul \u00eemb\u0103tr\u00e2nirii – genera\u021bia baby-boom iese la pensie \u0219i pe pia\u021ba muncii intr\u0103 mai pu\u021bini tineri. Dar nu este prea t\u00e2rziu s\u0103 g\u0103sim solu\u021bii la aceste <\/em>probleme<\/em>”. Comisarul a ad\u0103ugat c\u0103 este important s\u0103 se ridice v\u00e2rstele de pensionare, afirm\u00e2nd c\u0103 un sondaj Eurobarometru recent arat\u0103 c\u0103 numero\u0219i europeni ar r\u0103m\u00e2ne pe pia\u021ba muncii chiar dincolo de v\u00e2rsta de pensionare \u00een cazul \u00een care condi\u021biile sunt favorabile.<\/p>\n

\n\tCoinciz\u00e2nd cu Anul european al \u00eemb\u0103tr\u00e2nirii active 2012, cartea alb\u0103 se bazeaz\u0103 pe rezultatele unei consult\u0103ri ample, lansate \u00een iulie 2010.Aceasta cuprinde diferite domenii de politici \u0219i este pe deplin conform\u0103 cu\u00a0analiza anual\u0103 a <\/a>cre\u0219terii<\/a>pentru 2012 realizat\u0103 de Comisie. M\u0103surile la nivel european vor sprijini \u0219i completa reformele na\u021bionale ale sistemelor de pensii. \u00cen mod special, cartea alb\u0103 propune:<\/p>\n

\n\t–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 crearea de oportunit\u0103\u021bi mai bune pentru lucr\u0103torii \u00een v\u00e2rst\u0103 prin solicitarea partenerilor sociali s\u0103\u00a0adapteze practicile la locul de munc\u0103 \u0219i pe pia\u021ba for\u021bei de munc\u0103<\/strong>\u00a0\u0219i prin utilizarea Fondului social european pentru a integra lucr\u0103torii mai \u00een v\u00e2rst\u0103 \u00een c\u00e2mpul muncii. Oferirea posibilit\u0103\u021bii de a lucra mai mult timp reprezint\u0103 un obiectiv major al\u00a0Anului european al \u00eemb\u0103tr\u00e2nirii active 2012<\/a>;<\/p>\n

\n\t–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 dezvoltarea unor\u00a0sisteme<\/strong>\u00a0suplimentare\u00a0de pensii private<\/strong>\u00a0prin \u00eencurajarea partenerilor sociali s\u0103 elaboreze astfel de sisteme \u0219i prin \u00eencurajarea statelor membre s\u0103 optimizeze stimulentele fiscale \u0219i de alt\u0103 natur\u0103;<\/p>\n

\n\t–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00eembun\u0103t\u0103\u021birea\u00a0siguran\u021bei sistemelor suplimentare de pensii<\/strong>, inclusiv printr-o revizuire a directivei privind institu\u021biile pentru furnizarea de pensii ocupa\u021bionale (IFPO) \u0219i o mai bun\u0103 informare a consumatorilor;<\/p>\n

\n\t–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0compatibilizarea pensiilor suplimentare cu mobilitatea<\/strong>, prin intermediul unei legisla\u021bii care protejeaz\u0103 drepturile la pensie ale lucr\u0103torilor mobili \u0219i prin promovarea instituirii de\u00a0servicii de urm\u0103rire a pensiilor<\/strong>\u00a0pe teritoriul UE. Aceasta poate oferi cet\u0103\u021benilor informa\u021bii despre drepturile la pensie \u0219i estim\u0103ri privind veniturile lor dup\u0103 pensionare;<\/p>\n

\n\t–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00eencurajarea statelor membre s\u0103 promoveze\u00a0prelungirea vie\u021bii profesionale active<\/strong>, prin corelarea v\u00e2rstei de pensionare cu speran\u021ba de via\u021b\u0103, restr\u00e2ngerea accesului la pensionare anticipat\u0103 \u0219i eliminarea decalajelor \u00een materie de pensii \u00eentre b\u0103rba\u021bi \u0219i femei;<\/p>\n

\n\t–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 continuarea\u00a0monitoriz\u0103rii<\/strong>\u00a0gradului de adecvare, viabilit\u0103\u021bii \u0219i siguran\u021bei pensiilor \u0219isprijinirea<\/strong> reformelor sistemelor de pensii<\/strong>\u00a0\u00een statele membre.<\/p>\n

\n\tPensionarii reprezint\u0103 o parte important\u0103 \u0219i \u00een cre\u0219tere rapid\u0103 a popula\u021biei UE (120 de milioane sau 24\u00a0%), \u00een special \u00een condi\u021biile \u00een care cohortele baby-boom ating v\u00e2rsta de pensionare \u0219i scade num\u0103rul celor afla\u021bi \u00een plin\u0103 v\u00e2rst\u0103 activ\u0103. \u00cen 2008 raportul dintre persoanele de v\u00e2rst\u0103 activ\u0103 (15-64 de ani) \u0219i cet\u0103\u021benii UE \u00een v\u00e2rst\u0103 de 65 de ani \u0219i peste era de patru la unu. P\u00e2n\u0103 \u00een 2060, acest raport va sc\u0103dea la doi la unu. Impactul \u00eemb\u0103tr\u00e2nirii demografice este agravat de criza economic\u0103. Pensiile reprezint\u0103 deja o cot\u0103 important\u0103 a cheltuielilor publice: \u00een medie, 10\u00a0% din PIB \u00een prezent, cu o cre\u0219tere posibil\u0103 la 12,5\u00a0% \u00een 2060. Cu toate acestea, cheltuielile cu pensiile de stat variaz\u0103, \u00een prezent, de la 6\u00a0% din PIB \u00een Irlanda la 15\u00a0% \u00een Italia, ar\u0103t\u00e2nd c\u0103 statele se afl\u0103 \u00een situa\u021bii diferite, de\u0219i se confrunt\u0103 cu probleme demografice similare. \u00cen timp ce criza afecteaz\u0103 sistemele de pensii bazate pe principiul reparti\u021biei printr-o sc\u0103dere a nivelului de ocupare a for\u021bei de munc\u0103 \u0219i, prin urmare, prin sc\u0103derea contribu\u021biilor la sistemul de pensii, sistemele finan\u021bate sunt afectate prin sc\u0103derea valorii activelor \u0219i prin randament redus.<\/p>\n

\n\t\u00cen timp ce sistemele de pensii \u021bin \u00een mare m\u0103sur\u0103 de competen\u021ba statelor membre, UE poate contribui cu legisla\u021bie \u00een domeniile care afecteaz\u0103 func\u021bionarea pie\u021bei interne, cu sprijin financiar pentru a ajuta lucr\u0103torii v\u00e2rstnici s\u0103 r\u0103m\u00e2n\u0103 pe pia\u021ba for\u021bei de munc\u0103, prin coordonare de politici \u0219i \u00eenv\u0103\u021bare reciproc\u0103. Reformele sistemelor de pensii sunt evaluate \u00een cadrul\u00a0strategiei Europa 2020<\/a>. \u00cen 2011, 16 state membre au primit o recomandare specific\u0103 la nivel de \u021bar\u0103 referitoare la pensii \u0219i alte 5 s-au angajat la reforme ale sistemului de pensii \u00een cadrul memorandumurilor lor de \u00een\u021belegere (pentru mai multe detalii, a se consulta anexa 3 a c\u0103r\u021bii albe).<\/p>\n
